The Russians have a unique method of gambling. They load a revolver with one round, spin the chambers, and take turns putting the gun to their heads and pulling the trigger. This game is known as Russian Roulette.
Now, they have created a more dangerous version of the game. Six Tactical Nuclear Devices are placed at six different secret locations, known only to one person. These locations could be a rucksack on a hiking trail, a suitcase at a bus station, or a car parked in the heart of New York. But only one of these devices is real, causing maximum stress and disruption at minimum cost.
The game involves informing the media that five dummy devices and one active nuclear bomb have been scattered across the USA. Clues to their locations have been sent to the Pentagon. However, hidden within these clues is the trigger that will set off the real nuclear device. If the wrong trunk is opened or the wrong suitcase is picked up, the consequences could be catastrophic.
The CIA claims it's the responsibility of the Feds, while the Feds insist it belongs to the CIA. The President assigns the task to ODIN and Alex Mason.
