In the months leading up to Hawaii's gubernatorial primary election, a gruesome discovery is made in the open air capitol - a body strategically placed to tarnish the reputation of the incumbent governor, who is already facing a decline in political backing. Desperate, he reaches out to Honolulu Chief of Police Walter Tseng, urging for a swift and discreet resolution to prevent a potential scandal that could derail his re-election hopes.

Forced into cooperation and lacking manpower within his department, Tseng enlists the help of Kalani Lewis, a former detective who is still haunted by past traumas from a case that ended tragically for her partner. Reluctantly returning to the field, Kalani finds herself thrust back into a world she had hoped to leave behind, with only a retired military policeman turned surfer as her ally.

As they painstakingly unravel the mystery, navigating a maze of crime scenes and political pressures with the election drawing nearer, the unidentified killer grows bolder with each passing day...
