Senator Charles Cavendish, a billionaire philanthropist, leads the Cavendish Foundation, a well-known organization that constructs schools and hospitals in developing countries. The foundation also funds projects for clean water, vaccination, and sanitation to support underprivileged children and communities worldwide. Cavendish is regarded as a humanitarian, one of the 'good guys'.
However, Cobra has marked him for death, assigning the task to Harry Bauer. According to Cobra, Cavendish is involved in illicit activities, using his foundation as a cover for arms trading and providing aid to terrorist factions in exchange for oil. Bauer initially doubts the validity of these claims until he discovers that Cavendish supplied chemical weapons to Mohammed Ben-Amini, resulting in the massacre of Belandhawa village in Helmand province. Enraged, Bauer is determined to eliminate Cavendish.
The challenge lies in the fact that Cavendish resides in a heavily fortified compound in Pacific Palisades, making it impossible for Bauer to approach him directly. Even his attempt to leverage Cavendish's assistant, Sheila Newton, proves to be disastrous. Bauer finds himself caught in a web of deception, uncertain of who to trust.
